I don't know what "cancellation and censorship USAID funded global circle jerks" are. It could be something real (unlikely), something imaginary, or a mischaracterization by you of some program.
I know that USAID programs that save lives, stop the spread of diseases and spread goodwill for the United States got cancelled by sociopaths that delight in human misery. And, Yes, I think that's a shame.
