Nothing will "replace" AI ENTIRELY. Somebody's got to provide the power and monitor the ON/OFF switches. The AI isn't as capable of Stanislaw Lem's GOLEM XIV and "Honest Annie".
...in other words, the Technological Singularity is still in the future.
...but it IS coming.
In other words, the remaining Civil Servant's will still have to rely upon Alex Karp and Peter Thiel for upgrades.
