Building supplies are free? A person who needs a home only needs to put in the labor? I think that program would be overwhelmed with people who wanted to sign up for a free home and free materials to fix it up. You can give an example of a city that has instituted such a program? I suggest that we return to the Code of Hamurabi... If a house collapses and kills an occupant, the architect should be put to death. The city doesn't fix up these abandoned row homes because of the "liability" of substandard construction. but if they "ceded" these properties, the poor would be their own architects. It would be them who incur the costs of substandard construction and materials. Just like the squatters in the ranchitos and favellas.
In other words, replace building codes and regulations (standards) with skin-in-the-game legislation that apportions risks correctly.
