Parallel construction is a law enforcement process of building a parallel, or separate, evidentiary basis for a criminal investigation in order to limit disclosure as to the origins of an investigation.[1]
In the US, a particular form is evidence laundering, where one police officer obtains evidence via means that are in violation of the Fourth Amendment's protection against unreasonable searches and seizures (ie - 702 NSA dB search), and then passes it on to another officer, who builds on it and gets it accepted by the court under the good-faith exception as applied to the second officer.[2] This practice gained support after the Supreme Court's 2009 Herring v. United States decision.[2]

Because someone isn't charged with a crime, that means the crime didn't happen? So why do you keep accusing Joe Biden and family members of being corrupt? They have not been charged, therefore the "crimes" never happened. That's as per your logic. People are only guilty of crimes if charged and convicted. Though... even then they can be "innocent". Perkins Coie is a law firm that has worked with the FBI on government contracts. The firm's lawyers have experience negotiating with federal prosecutors and other government officials.

I worked as a contractor for the federal government for 30 years. Perkins Coie is a government contractor. Know the difference between a government contractor at an FBI office and a civil servant? Nothing. They're indistinguishable.
Office of Inspector General Michael Horowitz testified yesterday that more than 3.4 million search queries into the NSA database took place between Dec. 1st, 2020 and Nov. 30th, 2021, by government officials and/or contractors working on behalf of the federal government. These search queries were based on authorizations related to the Foreign Intelligence Surveillance Act (FISA).
Perkins Coie uses the NSA database to prepare "parallel constructions" that mask the sources of illegal FBI evidence by laundering it to another source... as Mary McCord did in the Trump-Russia case.
The FBI uses Perkins Coie to do this dirtywork because it gives their civil servants "plausible deniability" for these 4th amendment violations.
In one IG Report, FBI contractors (specifically ID'd) were responsible for tens of thousands of illegal/ improper NSA database searches.
Approximately 30% of those 3.4 million search queries were outside the rules and regulations that govern warrantless searches, what the politically correct government calls “non-compliant searches.”
Additionally, IG Horowitz also admitted that somewhere north of 10,000 federal employees have access to conduct these searches of the NSA database; a database which contains the electronic data of every single American, including emails, text messages, social media posts, instant messages, direct messages, phone calls, geolocation identifiers, purchases by electronic funds, banking records and any keystroke any American person puts into any electronic device for any reason.
Much of the info contained in the infamous "Steele Dossier" came from these illegal searches, and subsequently "laundered" back to the FBI through Michael Steele's "report", thereby masking its' original source. A perkins Coie "parallel construction".
