No FISA Renewal w/o Penalty Enforcement for Violators!
Why bother reforming laws that never get enforced? Certainty of the enforcement of penalties is the chief "reform" needed! But if they're not going to enforce penalties, then we need to completely eliminate the FISA Courts.
