It sure as fuck isn't either of those branches that fund or regulate law enforcement initiatives. Neither of those branches have investigative or oversight mandates.

I'm fine with prison. It's possible, while what you propose is impossible. Such punishment would be in violation of the 8th amendment to the Constitution.
