The best way to save lives is to not wage an offensive war. If you wage an offensive war you ACCEPT there will be deaths among your population (soldiers and possibly civilians). Personally I like President Joe Biden's go big and get a lot accomplished approach. Though doing nothing isn't even possible, given that cleaning up the HUGE mess the former guy left is a LOT of something. And President Joe Biden is also doing GREAT on that front.
