America thought it could weed-out the ethno-nationalists by scrubbing the Maidan Coup representatives who gained positions in government immediately after the coup. They didn't realize that by bringing their collaborators to power, the ethno-nationalists would eventually OVER-power these new Government leaders, and exercise all the same US "capacity built" structures used to coerce and eventually dominate the future course of Ukrainian policy.
